The signal generator can be found as a special encounter from the Mines branch. It can be used to attract hostiles to the position it's dropped.

A derelict GM-YIN(g) emerges from the shadows:
"Quiet! I'm testing a new device we can use to
divert those annoying Unaware when we need to."
Dropped Signal Generator. (near Pests)
ALERT: Intercepting significant anomalous signal.
Dispatching assault force.
GM-YIN(g): "Okay, I guess that means it works.
Now let's get out of here!"
