[Beta 14] Watcher doesn't visibly send distress signal for ARCs

I've noticed while doing some tests for a different bug, that, at least with the attached save, the approaching Watcher doesn't send out distress signals in any visible¹ way when close to the approaching ARC (but will still alert it!).
When using a Signal Jammer, there also won't be any log message for jamming a signal, even though the Watcher does get jammed.
And even weirder, if i disable my Signal Jammer after the Watcher's first attempt(s?) at communicating my position to the ARC, and stay within sight (most of the time) of the Watcher for a bit, the Watcher doesn't seem to make additional attempts at communicating my position with the ARC despite being close enough to do so, as indicated by the ARC never tracking me.

Yeah it was built such that they will only show the alert for when they have nearby allies that engage in direct combat and are armed, to prevent a lot of otherwise false alarms, although I guess it could be expanded to include ARCs as a special exception as well, since in their case the combat is inevitable via indirect means!
