Broken bots shouldn't count as combat situation

As seen in Kyzrati's stream: when you were in Ex and 4% corrupted a weapon was rejected. I thought that particular corruption effect only happened in a combat situation but there were no hostile bots around. :)

Hm, I'm not really sure how that happened! All that does is reference a generic list of "FOV threats" (where broken bots seem to have slipped in) but that same list is referenced elsewhere as well, for example preventing you from running, and doesn't seem to have that effect there :/

Anyway, fixed for Beta 9.
