I thought Cogmind always started a new level (after evolving) with full energy, but after using two LRC Energy Wells (replicated) he seems to start with only 170 (the base amount plus the storage in the power core). I only noticed because I got an energy warning at the beginning of the last two levels.

You're on a roll . Good catch yes this is specifically a thing with those attachments not being included when trying to max out energy on entering a new floor.
