I broke through the wall leading to the room with reprogrammed grunts by using a Gauss Rifle, and the text "rows of pristine grunts" appeared only as i was leaving the room (it also wasn't correct because i destroyed one with my Gauss Rifle and probably damaged another, but that's not important) which took a few turns because i needed to rewire one to get through. The grunts activated a bit afterwards.

(Side note : I wonder, had i rewired them all, would the "rows of pristine grunts" text still have appeared? What about the "welcome LRC-V3" text?)

Yeah this isn't a bug, it's just how some events are built. Digging can theoretically circumvent some relatively unimportant events. There won't be any changes to that.
