Ah look, another analysis :)
Quite right, that part name was changed and although technically phase shifters are also a sort of cloaking tech, I'll update this particular reference to just say "phasing" instead of cloaking, to be more specific (one other similar place in the game was updated correspondingly after that earlier change).

This outdated reference is also present in the H-88 Terminator's analysis :
"is well-cloaked and very difficult to hit"
And maybe only partially present in the H-77 Assassin's analysis?
"The Assassin's position is somewhat masked by an improved Phase Shifter,"
(Feels a bit weird for the wording to imply that Phase Shifters mask the user's position, but then again not that much.)
But these are fine. Again phase shifters are actually a type of cloaking technology in how they work, masking the user's precise position to make them harder to hit, so it's still relevant here (and technically in the Lightning's case as well, but there the word is used directly to name a technology, as opposed to an
effect).
Cloaking in particular makes it harder to notice something from a distance, while phasing technology still allows you to know something is there, just not as easily tracked, but if we're referring to the general effect as part of description, "cloaking" is a more generic and easily understood term.
