I like to perform item swaps instead of simply waiting. The added benefit often makes it worth it over firing immediately.

Yeah, the only reason I mentioned dropping (/detaching) an item is because it's the only action short enough to do without ending one's turn.  So if on ending one's turn a bot will do something you "can't" allow, waiting or swapping are both non-options, you have to take the shot, but potentially you could drop an item before taking the shot for increased accuracy if you'd just been moving.

These exist!

High end optical processors, targeting computers and most KI guns and cannons have pretty good range. KI weapons with penetration even let you shoot through walls like Hunters, if you know where enemies are (Farcom, anyone?).

There are also sniper NPCs with unique weapons, though rare or difficult to find...
