As visible in the attached screenshot, Warlord is "broken"¹, but is marked as having a transmission to give.
This is kinda scary, as it makes it look like the W7 dialogue could be accidentally caused to start (even though it's probably impossible), which would be very bad depending on the goal of the run.

¹I thought he was marked as "unpowered" for some reason.

Ah yeah inactive robots shouldn't bother to show that indicator.
