Garrison force message in branch without garrison

This isn't a bug, but perhaps I should rename it so that it doesn't confuse new players. It's using the common meaning of "garrison" here, as in a force that stays to protect something. It doesn't have anything to do with Garrison Access or actual Garrison maps--this is just an infusion of new troops to hang out on the floor.

Oh, at first I didn't see your message about this being from the other thread, sorry! Back then you were mentioning Cyclers so at the time I checked that message and only saw it mentioning patrols--didn't realize/remember that the transfer network disruption had yet another message. In any case, thanks for the info and I'll change the wording to avoid confusion like this!
