Ok, It would seem that I inadvertently discovered the issue when i looked over the results of your special EXE.
the resolution that my monitor was set to is not it's native resolution. I had been using AMD's Virtual Super Resolution feature on my fancy shmancy graphics card for awhile, which allows things to run higher than max resolution, and down samples it to monitor's native resolution.
VSR on my computer was in a weird state of running and not running, it said it was not on when I checked to see if that was the issue origionally, but windows was still set to the larger resolution. I just didn't notice. Somehow that was keeping Cogmind from running in full screen. I set the display to it's recommended resolution, and Cogmind ran. It also ran when I turned the Virtual Super Resolution back on, and put my display back up to the 1920x1200.
long story short: make sure your display settings aren't tweaked out to some pseudo setting that doesn't really exist.
